In this bit, Claire and her mom (played by Hayden Panettiere and Ashley Crow respectively) are being held hostage by another empowered individual named Ted, who is basically a walking nuclear bomb, so he can have some secret files about the project that created him. The women are more or less tied together on the couch with duct tape, but not gagged (boo!!)
