Penelope is in Chinatown in San Francisco, California to watch the Chinese New Year Parade. The Hooded Claw captures her in the mouth of a fire-breathing dragon float from the parade, then sends her downhill towards a warehouse full of fireworks. Afterward she's recaptured and tied to an anchor on a Chinese junk with the winch attached to a baited fishing line. Finally, she's taken to a fortune cookie factory, stuck in some dough and the lump fed into the processor to the flattened, chopped and baked into Penelope cookies.
